You can use peasant levies (1 currency unit/week).
You only need cavalry or the more expensive troop-types when in war or for specific missions. You need to change the mix of troop-types.

Make sure you've got Dyeworks in every city except Suno, Jelkala and Veluca, I usually put Tanneries in those cities because on average they usually give a higher payout even though they may not be as effecient.
